Julie founded Personal Property Management in 2008. Her contributions as a co-owner to the business has resulted in world-class results for the clients she serves. Julie is fiercely loyal to the continued growth of her business, the community of Clark County and her family.
Leisha Dumas
Co-Owner, Broker
Leisha joined PPM as a co-owner in 2014 and has created best in class business operational procedures for all other property management businesses to emulate. Leisha can focus on the details and see the things most cannot which makes her extremely reliable to the clients and staff she serves.

Taylor Stevenson

Luella Palmer
As part of the maintenance team, Luella assists with move-out accounting, closing out tenant occupancy, and supporting the day-to-day operations of the company. She is also involved in tenant relations, pet screening, and rent collection, helping ensure a smooth experience for both tenants and owners.
Darian Kramer
As the Maintenance Team Lead, Darian leads all aspects of property maintenance, including occupied unit repairs and full turnover coordination. With a deep understanding of both urgent service needs and long-term property upkeep, he ensures that all maintenance work is completed efficiently, safely, and to a high standard. From managing vendor schedules and prioritizing work orders to supporting team members in the field, Darian plays a central role in keeping properties well-maintained and residents satisfied.
Josiah Pickering
Josiah is part of the maintenance team, playing a hybrid role that bridges property inspections and unit turns. He conducts detailed move-in and move-out inspections to assess property condition, document necessary repairs, and ensure readiness for new tenants. In addition, Josiah actively assists with coordinating and executing turn-related tasks, working closely with vendors and maintenance staff to complete repairs and improvements efficiently.
Jessica Herrera
Jessica is a licensed real estate broker and a valued member of our leasing team. Fluent in both English and Spanish, she brings excellent communication skills and a strong commitment to serving a diverse range of clients. Jessica is passionate about helping tenants navigate the leasing process with ease and confidence. Her attention to detail, friendly approach, and deep understanding of the rental market make her an asset to our team and the clients we serve.
Vlad Bahmatov
As a part of our Maintenance team, Vlad plays a vital role in ensuring smooth communication and efficient handling of maintenance issues across multiple properties. He coordinates with tenants and third-party vendors to schedule repairs, manage work orders, and oversee timely completion of tasks. Vlad is also bilingual and fluent in Ukrainian, which allows him to better assist a diverse range of clients and vendors, enhancing our team's ability to communicate effectively.
Carly Hughes
Receptionist
Carly is often the first point of contact for tenants, property owners, vendors, and visitors as our receptionist. She handles incoming calls, emails, mail, and general inquiries while connecting people with the appropriate team members. She provides daily administrative support and takes pride in creating a warm, welcoming experience for everyone who walks through the door or reaches out to the office. Known for her strong work ethic, positive attitude, and commitment to exceptional customer service, she works to ensure each person feels heard, valued, and taken care of while helping keep the office running smoothly.

This group of professionals has really impacted our lives in an unforgettable way. We were literally under renting our three Vancouver rentals and leaving $22,000 per year behind. We are still renting one at $200 under market to a friend. With regard to maintenance they are certainly utilizing efficient and timely vendors as well as their own employees. Their fees are very fair. Julie is an excellent example of someone committed to customer service- on both ends of this arrangement. Her employees are polite, helpful, and a reflection of her commitment to success.

I have nothing but the best things to say about Julie and her team at Personal Property Management. We initially tried on our own to manage our rental property and failed miserably. Long story short we ended up with a tenant that refused to pay rent. Not only did Julie help navigate us out of that situation she immediately was able to get great new tenants in the property. A true 5 star experience! My wife and I were self managing our local rentals but due to an unfortunate interaction with an applicant decided to turn over management to the Personal Property team. Boy are we glad we did. Julie and her team have been managing a property for us in Camas for the last couple of years, and they’ve been great. There’s a digital portal to track how everything is going, the team is responsive and quickly handles any issues that tenants bring up, and the cost is very reasonable. They’ve also found tenants for us when needed, and they’ve been able to do that quickly and at increasingly higher rent prices.
It’s been a very hands off experience for us because the team handles everything and we just get a direct deposit every month. We’re very happy customers and would work with Personal Property Management again without hesitation.
