In order to sign a document, you will need an Appfolio account.
To set up your account, you will receive an Online Portal Activation email or text message from Personal Property Management. Simply click on the “Activate Now” button in the email or follow the link provided in the email or text message to create a secure password and activate your portal.

1099s & Prepaid Rent
Property managers have federal reporting obligations for rental income they collect and pay to property owners. When applicable, rental income is reported in Box 1 of Form 1099-MISC.
Your 1099 generally reflects reportable gross rental income, not simply your owner distributions. Expenses such as management fees, maintenance, utilities, repairs, or other property expenses may have been deducted before your owner payment was issued. Your year-end owner statement should provide additional information about the property’s income and expenses. Owners should provide both documents to their tax professional.
The IRS considers advance rent to be rental income in the year it is received, regardless of the rental period it covers. For example, if January rent is received in December, it may be reportable as income for the year in which it was received.
We can provide your 1099 and property accounting records, but we cannot provide individual tax advice. We recommend providing your 1099 and year-end owner statement to your CPA or tax professional.
City of Vancouver Rental Requirements
If your residential rental property is located within Vancouver city limits, it generally must be registered annually with the City of Vancouver. This includes single-family rentals, apartments, duplexes, and other residential rental units. Owner-occupied single-family housing is exempt from the registration requirement.
The City’s current registration fee is $30 per rental unit annually. Registration is for the calendar year and must be renewed annually.
No. These are separate requirements. The City states that business licenses have been required for rental properties since 2019. Registering through the Rental Registration Program does not replace the owner’s business-license obligation.
Yes. The City’s guidance treats the property owner’s licensing requirement separately from the property management company’s licensing requirement. PPM having its own business license does not replace the property owner’s requirement for their rental property.
Owners are responsible for obtaining and maintaining the required City registration and business licensing for their property. We ask owners to provide PPM with copies of the applicable documentation so that we can maintain current records and assist with property-management compliance requirements.
As your property management company, we need current documentation for properties we manage within Vancouver city limits. The City’s registration requirements also include identifying the person or entity tenants should contact for repairs and other property information.
Yes. Beginning in January 2026, the City requires landlords to provide City tenant-rights and resource information as part of new leases.
Not yet as part of the current registration process. The City states that health and safety inspections are planned to begin in mid-2027.
Because these are City requirements, questions about an owner’s specific licensing or registration situation should be directed to the City of Vancouver or Washington Department of Revenue Business Licensing Service. PPM can assist with property-management documentation, but we cannot determine an owner’s individual licensing obligations.
